Would you give a PC the 10% experience point bonus if a magic item possessed allowed the character to meet or exceed the required score (e.g. a fighter with a 15 strength has an ioun stone that bumps his strength up to 16)?

I do, so long as the magic item granting the increase (and thus the xp bonus) is used during the xp generating encounter. This is just one of the benefits that the player receives from having the magic item.

I can understand the conundrum, but I'd have to say "Yes". The insight (/muscle, in this case) provided gives the character an extra edge, and thus greater understanding. If he loses the item later, he goes back to gaining EXP without any bonus.
