Clerics of St Cuthbert Granted Powers

GT's Not Long ago, DMPrata posted this over on DF:

"From Gary's original DRAGON® article on the deities of Greyhawk (later edited & reprinted in the '83 boxed set), the clerics of St. Cuthbert were divided into three different sects: the Billets, who carry oaken cudgels and protect the flock; the Chapeaux, who wear crumpled hats and seek out converts; and the Stars, who wear starburst symbols and prevent backsliding among the faithful. It occurs to me (and my players) that two of the sects' granted powers seem like they should be reversed. Namely, the Billets can cast friends, and the Chapeaux can cast shillelagh. Given their stated missions (and the fact that Billets carry clubs), those powers would be much more useful to the other sect. Could this have been a simple editorial error that was never corrected in future products, or do you think Gary had some reason for assigning those powers?

I never really thought about this before, but it seems logical.

one of the longest running characters in my campaign is a cleric of St. Cuthbert, a Billit. At least once the friends spell saved his behind. But I think going forward I'm going to go with the more logical option.

Didn't this come up already in some questioning? I didn't bring it up but I recall mentioning it when I was doing Trowbane's priests.

It may have. But the post at DF was the first time I can remember it coming up.
