They're all over the place. Refer to your Dungeon Masters Guide as to chance of a standard D&D encounter with a monster. The charts in 1983 supercede the DMG however which have a variability per specific area of around 40%-60% of a standard DMG encounter. However, if your browsing the map looking for a place for your new half-dragon PC then look straight in the toilet bowl... Just kidding!

Anywhere really, in a 1E game anyways. They weren't the terrors they became later on, and they were fairly common. There are rules for selling them in the MM. They serve powerful characters. They could turn up just about anywhere.

The World of Greyhawk map is ideal for making it easy to place dragons:
White: In the north or high mountains like Crystalmists. Black: Pick a swamp. Green: Pick a forest. Blue: Pick a desert. Red: Any range of mountains or hills, volcanoes especially.
Brass: Desert. Bronze: Near any body of water. Copper: Arid hills or mountains, maybe near a desert. Silver: Peaks or clouds. Gold: Any clime, in stone cave or castle.
