Besides cavalier and paladin characters, do other PC classes have the necessary skill to effectively make use of a warhorse as their steed?
If specific training is required that PCs lack, what is the typical cost and time required?
Can small demi-humans or low strength PCs handle a warhorse effectively?

Maybe any character classes that can handle specific typical steed mounted weapons, such as a horeseman's flail or mace, composite bow, lance, etc. gain warhorse 'proficiency' when selecting this type of weapon proficiency for their PC?
So fighters and their subclasses, as well as clerics, would be classes that could handle a warhorse effectively into combat? That just wouldn't have the special additional abilities specific to cavaliers and Paladins.
I'm thinking that thieves, magic-users, Druids, monks, bards, and their subclasses as applicable, would not be able to effectively handle a warhorse in mounted combat?

I don't even think like that. I find it too constraining. The "survival" books and the 2E skill thin just assassinated my campaign so I avoid all of that thinking.
Anyone can ride a warhorse. Effectively is down to weaponry based on weaponry performance of course but not warning signs and rules to prevent usage.

I handle it like Gene; if you're an adventurer you can ride a horse. If you're a small adventurer you can ride a pony. If there's a cavalier in the group I might break it down more than that, but otherwise that's worked well enough for the past 35 years.
