Oh if that is the case then no big deal. If it was then the particulars of setting means you'd have to come up with crap that doesn't exist to make it interesting. For example that last version LOTR RPG was such weak sauce.

I like Gary's approach of always making the PCs from somewhere else. The Keep, Hommlet, and Yggsburgh all assume that the PCs aren't from there, and they'll have to do some exploring to get to know their way around. I agree. That way the characters, as well as the players, are new to the setting. Let me know if you want to run a playtest. Isn't "Oak Haven" your default starting village?

I hadn't thought about it. Oak Haven sounds a little woodier than I considered, but it could work.

I like the idea of a sandbox.
Another idea I had for the main settlement is you could go more in the fantastical direction with something out of the ordinary. I've always wanted to detail a citadel-fortress built out of a stony mesa in the desert. It is very secure inside, but basically once you leave it you are in a dangerous wilderness.
