Maybe Everful Purse was a reference to the richest people in town and later softened to kinder specific encounters.

I think I'd give this description to Rary, instead. Adding in that he's forgetful, too. Yep. Given Gene's info, this description becomes "Rary" (who is also lower level, maybe 9th or 10th, and thus not really a "personage"), and Bucknard gets a different description: Bucknard is an older, now-retired wizard of 18th or 19th level who also has abilities as a sage (Major Field: Physical Universe [special categories - Astronomy, Geology, Meteorology]; Minor Fields: Flora, Humankind). He formerly maintained a curio shop in Greyhawk town but now resides in a secluded estate in the Garden Quarter. On his estate is a tree that grows five different types of magical apples with minor beneficial effects (bless, cure light wounds, +1 Joss factor, etc.). He has a kindly disposition and if sought out (since he does not advertise his services) may be willing to provide information and services (identifying items, etc.) to good-aligned adventurers, though he typically requires services (retrieving rare components, etc.) in lieu of cash payment and he always works on his own schedule and can't be rushed. Bucknard is on friendly terms with both Celestian and Zagyg (an association that possibly stretches back to the latter's mortal days). The Striped Mage and the Sages' Guild both resent him, but are unwilling to take action against him thanks to his powerful allies.

I would also think that Mike Mornard, who had a Character with Gary called Lessnard, provided the last syllable to Bucknard. So finally it is all decyphered.

There were two Mornards the other is Chip so I wouldn't automatically make the association. The only "nard" that I heard out of Gary's mouth a million times was "Leonard" for Lakofka. PS: I don't think Mike Mornard needs anymore feathers in his bloviated cap!

Just stumbled upon this in Dragon #68 (December 1982): In addition to the fun trivia of knowing who invented the Chain Lightning and Contingency spells (too bad they weren't credited in UA), this seems to be further evidence the Otiluke the NPC wizard wasn't considered the same character as Otis the PC ranger, and also seems to suggest Evard as an active NPC in the campaign (as opposed to just a name like, presumably, Tasha). Is this the only Gary-era reference to Evard as a character? Either way, anybody have any ideas for what to make of him? I assume he was probably exhaustively detailed with an elaborate backstory in the post-Gary era but, as usual, I don't care about any of that. If Gary didn't provide any more info about him, I'm making something up myself
