On the alignment map in the 1983 boxed set's A GUIDE TO THE WORLD OF GREYHAWK page 44 REGIONAL ALIGNMENTS, the Sea Barons hadn't an alignment label out of the major states so I had assumed a chaotic evil trend in general to contradict the Lordship of the Isles alignments (CN, N) and to offset the rest of the nation (LE, CN, NE, NE) also representing a larger fill of brigands (chaotic evil).

Plus the area was darkened as a lawless area onthe REGIONAL ALIGNMENTS contradicting Lordship of the Isles as well.

Most of World of Greyhawk is dominated by Chaos regardless of the alignment symbol which is represented by the degrees of the grey tinges. Of course, in the World of Greyhawk all that layout could change over the course of a single battle!
