Scott is right when pointing out that Gary started differentiating clerics with the use of the Greyhawk gods. Devout followers of a god should naturally try to emulate their deity. There's nothing wrong with pantheonic clerics that revere a group of gods and share certain common traits but every god should have a cadre of (fanatic) specialists (not in the 2E sense!) that adhere strictly to the specific god's strictures.
In my opinion, pantheonic clerics should not be limited in the use of weapons nor should they be as capable spell-casters as the specific cleric. Pantheonics should have very little restrictions but less power, the specifics more restrictions and more power.

Well, here's the thing... if you have a "sea deity cleric" who uses a trident, that's OK. But that's the ONLY type of weapon that they use. The ability to use multiple weapon types is a perogative of classes that can't toss around deitific spells. It has to be that way, or clerics get an unfair advantage. That I have no problem with... one just must keep "balance" in mind, as this is an exercise in gaming... ^__^
