I just watched this last night. There is no rhyme or reason to this but some of it looks fantastic while some segments are of poorer quality. Overall it comes across like an issue of EPIC ILLUSTRATED magazine (1980-1986) which was Marvel's toned down version of HEAVY METAL magazine (1977-1992;1992 changed hands) from the same era.

My wife walked out because some of the poorer segments seemed too irreverent.

It's funny you mention EPIC ILLUSTRATED because I was just looking through an issue this morning (October 1982). My family went to Ocean City, New Jersey, in summer 1982. I was wandering around Mays Landing and found a convenience store with a magazine rack and this was one of the issues. I didn't buy it then, since I didn't have any money. But I always remembered the Elric story, and the story with Abraxas as a big red whale. Many years later bought a lot on eBay, which included this issue.
The Oats Studio thing looks pretty good... I'll check it out.
EDIT: I watched "Rakka" and it was very good. I noticed it was directed by Neill Blomkamp, who did DISTRICT 9, and starred Sigourney Weaver, who worked with Neill on another movie of his named CHAPPIE. I love Sigourney, she still has a lot of screen presence. I like how the alien technology seems to be a combination of organic nanotech. Short movies like this make me hopeful for the future, not because of the content, but because they even get made at all.
