Wood elves: "They are unusually strong for elves (add +1 to all die rolls, treating 19 as 18)"
It sounds like it can be understood that each six-sided die rolled gets +1 for each, for NPC wood elves per the monster manual? Or am misunderstanding the grammar here?
If it is 3d6+3 for wood elf strength, this would make their average strength 13.5, or higher than DMG which has elves average strength at 12?
And also making 18 strength wood elves not a rarity?

Despite the awkward wording I'm confident what it really means is add +1 to the total die roll, making wood elf strength 3d6+1. If it had really meant 3d6+3 I assume they would have said both "add +1 to each die" and also "treating any roll over 18 a 18" (since 3d6+3 would allow totals up to 21, and the wording would seem to suggest that while a roll of 19 is counted as an 18, a roll of 20 or 21 would stand).

Gary conventionally referred to a single roll as a "die roll" even if it involved several dice. I'm sure there are multiple examples of that in the text. What's confusing is the "all" - I'm guessing what he meant was "add +1 to the strength die roll [i.e. 3d6 dice-roll] for all wood elves," but it is awkward.

From UNEARTHED ARCANA (1985) page 10 under "CHARACTER RACE DESCRIPTIONS: Elves: Wood Elves: "...They receive a bonus of + 1 to the initial dice roll for strength (but the normal maximum of 18 still applies), and must take a -1 penalty to their initially generated score for intelligence..."
