If you want to go sandbox, you need to give the players at least two options to choose from. Depending on where you start you could have different options. Narwell area gives you the forest, river, and even the south slopes of the Kron Hills to work with. Fax is set where the Welkwood is closest to the coast, so you could set something up on a nearby island. There's town adventures. What else?

Explore small dungeon areas (all manner of ruins, caves, crypts, mines) Deal with attacking bandits/pirates (independent or state-sponsored - from a rival town, from the Pomarj) Deal with attacking humanoids from the Pomarj (raider/bandits or scouts for an invasion) Deal with attacking slavers (try not to get captured, or to rescue someone who was - find out who they're working for and where their base is) Deal with attacking monsters in the woods (run-of-the-mill dangerous animals up to weird/abomination stuff) Guard a caravan of merchants or pilgrims from the four above Guard a caravan of merchants or pilgrims who turn out to be baddies in disguise (spies, smugglers, insane cultists) In-town stuff (rival factions working against each other - religious, political, rival criminal gangs) Inter-town stuff (town A rivalry with town B escalates - hostility, trade war, real war) Unauthorized expedition into Celene (trying to steal "moon-wine-berries" or some such elvish secret macguffin without getting caught) Expedition into the Suss (looking for humanoid camps or infiltration routes, looking for lost city of the Suloise - or looking for A or B and accidentally stumble across C) Expedition into the Pomarj (looking for a lost treasure - either to get rich or to keep it out of bad-guy hands - or to aid people stuck behind enemy lines) Expedition to Abbor-Alz or Bright Desert (probably looking for treasure/lost ruins)
