I know we've discussed this before, but it's come up and proboards has a wonky search. The DMG states that scrolls are generally written at the minimum level required to cast the spell plus one. So if a caster wants to max out his scrolls, say a 13th level M-U wants to write a 13th level magic missile, fireball, etc. how would you handle cost and time to write? I don't think a cost is listed. I base it on the sale price of a scroll. Default time is one day per level of the spell being written.

I think I would still do exactly what I said there. With the added idea of scroll components/ingredients being figured in.

I've always applied that rule only to scrolls found in random treasure hoards, and assumed that when a PC (or "on-stage" NPC) creates a scroll that the spells on it function at the level of the scroll-creator at the time when the scroll was created.
